我很荣幸能够受邀担任2023年中国发展高层论坛的联合主席。我要特别感谢国务院发展研究中心以及中国发展研究基金会，感谢他们在制定2023年议程和组织会议方面所做的工作。中国发展高层论坛是中国政府、全球商界领袖、国际组织和学术界等一系列重要利益攸关者之间交流和沟通的重要催化剂。在国际情势复杂的时代，这次论坛对于塑造一个更加稳定、包容和繁荣的世界至关重要。

后疫情时代的世界经济复苏基础依然脆弱，国际社会呼吁合作，为经济的持续稳健复苏创造机遇，注入活力。面对复杂挑战，鼓励协作凝聚共识成为携手应对气候变化等全球性挑战，推动公正公平的发展转型，促进全球可持续发展的关键要素。

2022年，中国共产党第二十次全国代表大会深刻阐述了中国式现代化道路的特征和要求，为中国的未来发展奠定方向。这些议题不仅与中国相关，而且与全球社会相关，例如经济发展、创新和可持续性。这些重点领域包括旨在促进资本市场功效的结构性改革、为中国社会保障体系发展多层次保险体系、以及加速向低碳经济转型。作为全球最大的保险公司和资产管理公司之一，安联在促进绿色投资方面有着悠久的历史，我很荣幸安联能够贡献专业知识来支持这些宏图伟业。

中国的现代化进程以可持续发展为核心，包括向净零排放转型，以期营造更绿色、更稳定的生态环境，并应对气候变化带来的破坏性影响。所有可持续发展的长期解决方案都需要集体的、国际化的方法。中国发展高层论坛的所有利益相关方都致力于推动取得更好的成果，在经济和环境方面建设一个更稳定、更具韧性的国际社会。因此，我们都肩负着鼓励用合作和行动来推进中国现代化进程的战略责任。在这条道路上取得的进步将极大地促进气候中和、全球市场的包容性，并为更多人创造更优良的经济和社会环境。

Message from the Co-Chair

It is a great honour to be named as the Co-Chair of the 2023 China Development Forum. I would like to extend special thanks to the entire Development Research Center of the State Council, as well as the China Development Research Foundation, for their work in shaping the 2023 agenda and bringing this group together. The CDF serves as a significant catalyst for exchange and discourse among a range of important stakeholders: the Chinese government, global business leaders, international organizations and the academic community. In a time of growing international fragmentation, this undertaking is essential for a more stable, inclusive, and prosperous world.

While the foundation of post-pandemic world economic recovery remains fragile, the global community calls for the enhancement of cooperation to enlarge opportunities and forge the impetus for sustained growth. Amid headwinds, collaborations are essential to address global challenges such as climate change, promote fair and equitable development and transformation, and drive forward the global sustainable development.

China’s modernization path was unveiled at the 20th National Congress of the Communist Party of China in 2022. The path defined for the upcoming years features priorities that are relevant not only to China, but also to society globally, such as economic development, innovation and sustainability. These focus areas are underpinned by structural reforms designed to improve the functioning of capital markets, the development of a multi-tiered insurance system for China’s social security system, and the acceleration of the transition to a low-carbon economy. As one of the largest insurers and asset owners in the world with a long history in fostering green investments, I am delighted that we at Allianz can contribute our expertise to support these ambitious plans.

China’s modernization is centered on sustainability, including the transformation to net-zero to foster a greener, more stable ecological environment and manage the devastating impact of climate change. All lasting solutions for sustainability require a collective, international approach. All of the stakeholders in the China Development Forum are vested in driving better outcomes that result in a more stable and resilient global society, both economically and environmentally. Therefore, we all have a strategic responsibility to encourage cooperation and action that advance China’s modernization. Progress along this path contributes significantly to advancing climate neutrality, inclusiveness in global markets and better economic and societal outcomes for more people.

We applaud China’s continued endeavour to improve the business environment and embrace international investments. Envisioning the future, we welcome China’s pragmatic approach to further collaborate with the global society, as well as to play a critical role in cultivating a global community of resilience, mutual trust and sustainability. As a global organization, it has always been our firm belief that the Chinese market has great potential to achieve even more prosperity. The 20th National Congress has placed great importance on vitalizing the economy, which is closely linked with a business environment of fairness and convenience. We look forward to deepening the connection with our Chinese customers and partners on a level playing field, and to further contributing to China’s economic growth momentum.

We are privileged to be part of the journey to support China achieve its goals of modernization. Cooperation based on mutual respect will be the foundation for success, and the CDF is an ideal venue for this endeavour. Fostering global economic development and social progress benefits us all, and I look forward to engaging with you at the 2023 China Development Forum to advance these goals.
